Dear Cody,

My apologies for the delay. The staff who were able to assist have been
away.

Over a period around October 2017 Council engaged a facilitator, Gaye
Pavelka, to work with the Waipuna Hornby-Halswell-Riccarton Community
Board members in order to improve how the board members worked with each
other, and as a Board.  This was prompted by board members and staff
identifying a need for improvement in the manner in which the board
members interacted with each other and the processes used internally by
board members to make decisions.

Two complaints against the Board Chair, Mike Mora, were managed under the
provisions of Council’s Code of conduct.  Both complaints were made in
November 2019, one by a member of the public and one by a fellow Board
member Helen Broughton.  The complaints related to the alleged aggressive
conduct including the use of disrespectful language towards another
elected member.  Both complaints were upheld and subsequently closed.

You have the right to request the Ombudsman to review this decision.
Complaints can be sent by email to [2][email address], by fax
to (04) 471 2254, or by post to The Ombudsman, PO Box 10152, Wellington
6143.
