Dear M H,

 

I refer to your request of 3 July 2021.

 

Your request as currently framed will be very difficult to meet without
substantial collation or research. The University has two systems in which
this contract data is recorded: BonitaSoft, which records Contracts for
Service, and PeopleSoft, which records contractors engaged via recruitment
agencies. Extracting data held by total contract value in the BonitaSoft
system and converting this into hourly rate data would require excessive
staff time (an estimated 200-280 hours staff time). Extracting invoices
from the PeopleSoft system and converting these to hourly rates would also
take excessive staff time (an estimated additional 200-400 hours staff
time).

 

Unless your request is amended, we may have to refuse it under section
18(f) of the OIA ,which applies where the information cannot be made
available without substantial collation or research.

 

Please let us know before 6 August 2021 whether you are prepared to amend
or clarify your request and, if so, how. I note that you asked the
University to break the contractor hourly rate data down by general area
of business - if you are interested in a specific and narrow area of
business at the University, then we could assess whether the University
can provide the contractor data sought for that area without substantial
collation or research.

 

I note that, under the Education and Training Act 2020, the University’s
financial year is the academic year (which aligns with the calendar year).

attempted to consult with you to assist you to make your request in a form
that would not require us to undertake substantial collation or research
to provide the information requested, but you did not respond. The
University has refused your request under section 18(f) of the Official
Information Act, on the ground that the information requested cannot be
