G Hill made this Official Information request to Invercargill City Council

Response to this request is delayed. By law, Invercargill City Council should normally have responded promptly and by (details and exceptions)

From: G Hill

Dear Invercargill City Council,

Hi. Does Invercargill City Council have a financial limit on the maximum expected cost of procurement (for goods, construction, software, consultancy etc.) before an open tendering process is triggered?

If so, what is that dollar amount?

If so, when was that dollar amount set?

If this is specified in a procurement policy or suchlike, could you please provide a copy.

Yours faithfully,

G Hill

Please find in the following message a response to the information you
have requested.

Council’s Delegation Register 2018 (Section 1.2 Competitive Tendering)
states:
1.2 Competitive Tendering
The overall approach adopted by Council is to balance the cost of
tendering versus the compatible pricing.
Expenditure (including capital expenditure) over $50,000 should generally
be tendered, unless conditions prevail which make tendering impractical.
Items less than $50,000 may be tendered if it is deemed worthwhile.
Tendering may take the form of a formal, advertised tender process for
significant programmed work. For less significant or more urgent cases,
obtaining quotes is acceptable (normally at least three). The other option
which is available is to use a list of approved suppliers, which has been
established and maintained. To be included on an approved list, the
supplier must be able to demonstrate relevant competence and quality of
work, and be price competitive. Where possible standard rates should be
established (e.g. hourly rates), to enable the assessment of price
competitiveness.

Additionally Roading area has an NZTA endorsed ( 2019) and Council
approved Procurement Strategy for Financially Assisted Land Transport
Activities and in Section 5.2 Table 4
I have not attached the whole strategy but happy to provide if required.
