Mt Wellington Interchange improvements - methodology behind pedestrian demand

Dear Auckland Transport,

According the the Auckland Transport projects page, there are improvements being made to the Mt Wellington Interchange (NOP1819-012b).

Twice within the Community Feedback section it is stated that AT "investigations have shown that no pedestrian desire line was observed at this location". It also states twice that AT "will look at improvements to pedestrian connections in the future once demand increases."

I would like to understand the methodology used to determine the "absence of noted demand":

a) what was the methodology used? If there is a policy/procedure/guideline that would be helpful, otherwise a written description of the process used including any quantitative or qualitative components.

b) where else is this methodology used in Auckland, New Zealand and/or worldwide?

c) how this methodology compares to that used to estimate vehicle demands? Particularly in reference to margin of error or accuracy.

d) all documents relating to the methodology used for this project (NOP1819-012b) including (although not limited to) research, data capture and surveys undertaken.

e) what level of demand would be required in this area to initiate "improvements to pedestrian connections in the future"?
