Dear Ministry of Health,

Please provide all briefings, aide memoirs, cabinet papers, and internal documents (excluding emails) that discuss the budgeted costs for, and supply issues relating to, personal protective equipment (PPE) as required in response to the COVID-19 pandemic.

Please provide as dollar amounts the total budget for PPE during 2020 (both any initial budget, and any additional budget planned for due to COVID-19).

Please provide the total actual government spend on PPE for the financial year 18/19.
Please provide the total actual spend on PPE for the financial year 19/20.
Please provide the total actual spend on PPE to date for financial year 20/21.

Please provide any emails sent by the Director-General of Health (during 2020) to the Prime Minister, the Minister of Health, or the All-of-Government Response Controller (John Ombler) where the email primarily discusses PPE cost and supply issues during the COVID-19 response.

If any of this information is available publicly please indicate where it can be sourced from.

We are contacting you in accordance with section 18B of the Official
Information Act 1982 (the Act) as your request, as it is currently worded,
is for a very large volume of information. Your request may be refused
under section 18(f) of the Act as the information requested cannot be made
available without substantial collation or research.

 

If it is possible for you to narrow the scope of your request by
confirming the below proposed refinements to your request, we may be able
to provide you with information.

 

“Please provide all briefings, aide memoirs, cabinet papers, and internal
documents (excluding emails) that discuss the budgeted costs for, and
supply issues relating to, personal protective equipment (PPE) as required
in response to the COVID-19 pandemic.”  We propose that you refine this
part of your request to all documents provided to the Minister of Heath.

 

Regarding the parts of your request that involve the amount spent on PPE,
the Ministry can provide you a response for the Ministry’s spend on PPE in
response to the COVID-19 pandemic. However, please note that this will not
include the amount that other agencies have spent on PPE in response to
the COVID-19 pandemic.

 

“Please provide any emails sent by the Director-General of Health (during
2020) to the Prime Minister, the Minister of Health, or the
All-of-Government Response Controller (John Ombler) where the email
primarily discusses PPE cost and supply issues during the COVID-19
response. If any of this information is available publicly please indicate
where it can be sourced from.”  We propose that you refine the timeframe
of this part of your request to 1 March 2020 to 1 August 2020.

 

Please respond at your nearest convenience so that we can consider your
refinement in our response to your request.
