Minister Clark raised with me yesterday he is awaiting feebdack on this issue that he raised last week - I think

 and some other retailers are not intending to provide masks for sale while others were, and he is keen to 
know that this has be

So just to separate out the issues as I see them 
 
1.  PPE, personal protective equipment (beyond just masks) - this is primarily an issue for the health sector and we 
have been building this up over recent months so there is good stock, good supplies (on order) and good 
distribution 
2.  Use of masks in the wider population as part of the wider range of interventions to respond to any community 
transmission. We are doing policy work on this for our Minister presently, and this will be integrated into the 
'resurgence' planning and Alert Levels framework.  I will get an update on timeframes for this. Note I think the 
evidence review and advice on our website is still germaine given our current situation, the update needed is the 
place that masks will have if we get community cases ie when and where and for whom they will be deployed. 
3.  Sourcing and distribution of masks for the wider population - this is likely to be a mix of private purchase and 
public provision (for some groups). I think agreed this is a non-health supply and distribution issue 
 
I think Brook is convening a meeting early this week to discuss.

I've attached a few comments in the attached. 
 
I think the task should be very focussed presently - it is about mass use of masks by the general population as part of 
our overall response and resurgence plans. That in itself is a significant piece of work - I think we should leave 
broader PPE use, sourcing, distribution by essential workers as a separate issue. Likewise, health system PPE 
supply, distribution, use are out of scope. 
 
A key question for me is who is being tasked with leading the work?
