Good morning Mr Lee,

Thank you for your request of 29 November 2020 regarding emission analysis
work carried out by Waka Kotahi NZ Transport Agency on Mill Road and the
other projects included in the NZ Upgrade Programme.

 

You have requested the following information under the Official
Information Act 1982 (the Act):

 

any emission analysis work that has been done on the Mill Road (Auckland)
Project specifically, but also other projects within the NZ Upgrade
Program.

               

This information could be, but is not restricted too:

 

1. Reports/Documents/Papers

2. Internal comms, emails

3. Working notes from meetings.

 

The NZ Upgrade Programme consists of 24 Transport related projects, 20 of
which are being delivered by Waka Kotahi NZ Transport Agency. Further,
there have been a large number of staff involved in the development of
these projects over a multiple years.

 

An initial assessment of your request in its current form indicates that
it would capture a significant number of documents, namely emails. For
example, a search of two staff members emails that are not closely
involved in the development of any of the NZ Upgrade Programme projects
has returned approximately 1,000 emails using the keyword ‘emissions’. It
is therefore likely that your request, as it currently stands, would be
declined under section 18(f) of the Act, as the information requested
cannot be made available without substantial collation or research.

 

We would like to invite you to refine your request. Specifying a
particular period of time and a list of the projects or documents (such as
Air Quality Assessments and Greenhouse Gas (Carbon) Assessments) that you
are interested in would help narrow the scope. The Government announced
the NZ Upgrade Programme in January 2020, so you may wish to limit your
request to information created during 2020.

 

While not required, providing some information about the purpose of your
request or intended use of the information would assist us in identifying
the documents that would be most beneficial to you.
