Dear Auckland Transport,
Could you please supply the following information under the LGOIMA:
1). I Would like a map if you have one, (otherwise a description) showing the location of all Cameras (eg. CCTV/Traffic) operated on Sandringham Road between Balmoral Rd and New North Road. If possible also show their coverage. If the cameras are labelled please provide the label.
2). I would like a map if you have one, (otherwise a description) showing the location of all Cameras (eg. Traffic/CCTV) at KINGSLAND STATION. If possible also show their coverage. If the cameras are labelled please provide the label. This is because it is difficult to obtain correct footage from you. In one instance, I was given footage under the LGOIMA with a pole obstructing the work of your contractors. When I queried this I was told it was the best available angle. But from observation of the station I can see that it clearly is not. If I can pre-empt my request with a specific camera next time it might help you.
3). Please provide the length of time that these cameras retain footage before being 'overwritten'. If it varies, please explain the variation (eg. Different type of camera?)
4). A copy of any AT guidelines for the processing of requests from members of the public under both the LGOIMA and Privacy Act. Please also include the guidelines that cover the assessment of information for release against withholding grounds.
5). I notice in other requests for CCTV that Auckland Transport tends to withhold the footage from members of the public sighting 'privacy' but the withholding ground is not quoted to the requester. When a recent request of mine was refused citing 'Privacy' I queried this and asked for the withholding ground(s) to be clearly stated (so that I could follow this up) as generally speaking there is not a great privacy concern attaching itself to footage of a public place. The response I got was that the footage was withheld due to 6(a) 'Maintenance of the law' which has nothing to do with the generic privacy concerns raised earlier. While we appreciate you taking the time to locate and save the footage for the Police when we fall victim of crime, there are a great deal many more reasons why we might be requesting footage that do not require interaction with the Police. Therefore, could you please explain why ATs generic response is to quote 'privacy' concerns when they later do not choose to rely on that withholding ground? What privacy concerns are you talking about? While there may not be documentation available for this particular question, official information held in the mind of an employee might need to be provided.
