Dear Accident Compensation Corporation,

On accnz.com is found a website that appears dedicated to those who have committed suicide following their experiences with ACC. On this website is a link to a "Review of the Accident Compensation
Corporation Fraud Unit July 2007," by Mcallum Petersen and Martin Jenkins
(found here http://accnz.com/pdf/Review%20of%20Fraud...) which discusses, as well as making recommendations for, the operations of this Unit.

Can you tell me which changes have made to the way the Fraud unit operates since the publishing of this report? The report mentions a practitioner being "investigated" for 12 years. Is this the present, expected amount of time a practitioner can expect to be "investigated" by ACC, in the event of even a false complaint being made, or "motivated" complaint, or has the average time of a investigation changed?

Also, in a practitioner's address to Parliament, (here: http://www.parliament.nz/resource/000011...) the percentage of providers deemed by ACC to be "fraudulent" was estimated at around 10%, or approximately 1500 of all providers were deemed "frauds."

Can you please tell me what percentage of providers does ACC presently believe are "fraudulent?"

In the same address, the treatment provider mentions the Goddard Inquiry, as well as discussing the need for reparations for those practitioners who were "investigated" then found to be doing nothing wrong. Were any reparations ever actually made for such investigations? If so, what reparations were made?

Finally, can you please forward me a copy or an online link to the Goddard Inquiry report. I would prefer my answer via email.

Dear Gabby Boag,

Thank you for your reply. With regards to the 10 of the 11 changes made per the Martin Jenkins report, you state that the only change not implemented was the creation of a Training and Development Advisor, and that the area investigation managers are in charge of this component.

1. Can you tell me the training that they received to hold such title?

2. Can I receive a copy of that training manual, as well as a copy of the standard operating procedures for this post?

3. What is the "Area Investigation Manager" and to whom does this person answer? Can you forward me a list of their duties and responsibilities?

4. Please forward me a copy of the manuals and standard operating procedures used by an Area Investigation Manager to train his staff, per #11 of Martin Jenkins recommendations.

information about ACC's Investigation Unit's standard operating
procedures, training manuals and Area Investigation Manager under the
Official Information Act 1982 (Act).

 

ACC needs an extra 20 working days until 7 April 2014 as ACC
needs to carry out consultations before making a decision on your
request. 

 

This extension complies with Section 15A of the Act.
