Dear Wellington City Council,
In 2018, we applied to the Electric Vehicle Trial, in the hope that you'd install a charger on Stafford Street, Mount Victoria. We don't have off-street parking, and that would have been the only way for us to opt for an electric vehicle.
Unfortunately, Stafford Street wasn't selected as a site for the trial, and we were forced to buy a regular petrol-guzzling car.
My first request to you is that you please provide all relevant information that would explain your decision not to install an EV charger on our street. If you cannot provide individual correspondence with neighbours, a summary will do, although it would be of particular interest to hear what the owners of 3 Port Street submitted.
The owners of 3 Port Street have recently added an off-street garage to their house. Access to this garage will require the removal of 2 coupon parking spaces alongside Port Street. The neighbourhood was not consulted about this in any way similar to how everyone was given a chance to provide input on the EV trial.
One of the main arguments against the EV trial application raised by neighbours was that parking on Stafford/Port Streets was already incredibly scarce and tight, and converting parking spaces to EV-only would disadvantage non-EV-car owners. The owners of 3 Port Street particularly complained that they are not okay with "the impacts beyond the benefit an individual may gain."
My second and third questions are: Under what conditions can council make a decision in favour of a single party, when the neighbourhood is impeded? Under what conditions can council skip consulting with neighbours about proposed changes to the public, shared spaces for the benefit of individuals?
My fourth question revolves around fees, as fewer coupon parking places also means less communal income. How much did the owners of 3 Port Street pay and/or will have to pay on an ongoing basis to compensate for this loss?
My fifth question is similar: The construction site has been ongoing for months, preventing parking spaces going up on Port Street to be used. What compensation has been paid for this?

Very timely email, thank you. I was just in the process of drafting you a response.
I have worked with officers from across several teams to collate the responses to your questions, and am now able to provide you with answers as follows:
1 - please provide all relevant information that would explain your decision not to install an EV charger on our street
During the consultation period for the proposed installation of EV chargers in various places in Wellington, there was an implication that there would be legal action taken against the Council should a charger be placed in Stafford Street. The Council was notified of this possibility during several face to face meetings, and it was also recorded in the submission process.
I have attached a copy of the submissions for TR-77 18-Stafford Street, but please note that we have redacted information to provide privacy to individuals, under LGOIMA, s7(2)(a).
2 -5 - these questions all relate to the removal of on-street parking spaces outside of 3 Port Street, being replaced by a vehicle crossing to off-street parking for that property.
The Council is not required to formally consult when removing coupon parking as this doesn't require a formal process such as a traffic resolution. Property owners are entitled to have access their properties and we encourage on-site parking over on-street parking, meaning these types of requests are likely given permission where appropriate and reasonable. Off-street parking is given priority over on-street spaces.
The owners of 3 Port Street will not be required to pay compensation to the Council for the removal of the on-street parking spaces. They have complied with Council requirements and have permission to utilise carriageway space during the construction phase at the property. Council officers are monitoring the development, and action will be taken if required.
