White Is/Whakaari Response Review

Dear Whakatane District Council,

The Bay of Plenty Emergency Management Group (BPEMG) played a significant role in the management of the response to the disaster that occurred on White Is/Whakaari on Dec 19th 2019. Under a previous OIA request, BOPEMG advised that:

“The Bay of Plenty Civil Defence Emergency Management Group was the lead
agency for the Whakaari/ White Island Eruption. The response was
controlled by the Bay of Plenty CDEM Group Controller, this involved
coordinating with New Zealand Police who lead (sic) the rescue and recovery part
of the response”.

In accordance with best practice BOPEMG will have undertaken a formal debrief, review and report of their response to the disaster and identified any action items or other learnings from the incident and their coordination role under the CIMS model.

Under the provisions of the OIA and through your office, I request a copy of the formal report arising from this review.

transferred from Whakatāne District Council and received by the Bay of
Plenty Regional Council 2nd June 2020.

 

I wish to advise that the debrief process for the Whakaari / White Island
volcanic eruption response has not been completed as it was interrupted by
the need to respond to the COVID-19 response. As a result your request for
a copy of the official report is declined under Section 17(e) Local
Government Official Information and Meetings Act 1987, on the basis that
the document containing the information does not exist.
