Dear Mr Morrison

 

The information is question is ‘official information’ only in an agency’s
hands. The OIA does not apply to information held by the Ombudsman. In any
event, it is ultimately more appropriate for a request about the actions
and decisions made by staff of a government agency to be directed to the
relevant agency. Assistant Auditor-General Nicola White observed in her
academic writings that:

The core principle in the OIA, which is visible in section 14 and
explained more clearly in early supporting documents, is that the person
to whom the information most closely relates should make the decision on
whether to release it. That is, the person who is likely to be best placed
to make the necessary judgments should have formal responsibility for the
decision...

The administrative protocol that supports this principle is in broad terms
that the request should be transferred to whoever was the primary author
of the paper, or had leadership of the relevant issue or process.

I therefore suggest you make your request to the relevant agencies
directly.
