Most Prolific OIA Requestors

This request has an unknown status. We're waiting for jean_luc to read a recent response and update the status.
From: jean_luc
Dear Office of the Ombudsman,
Rather than wasting the time and resources of individual Agencies making individual requests, I'd like to understand if you have any anonymised reporting available on the most prolific OIA requestors across the government. By this, I mean the number of unique or individual OIA requests based on either the requestors full name, or the contact email address supplied in the request (ignoring mailed-in requests).
I don't expect this data to be fully qualified or checked, however any high-level reporting would be useful.
As an example, using the FYI project's (who appear to be associated with the New Zealand Herald) publicly-facing OIA requests, there's a single user with more than 950 requests over the past 5 years: https://fyi.org.nz/user/john_luke
I suspect most prolific OIA requests will originate from reporters, however I'd prefer not to submit 41 individual requests and potentially give this bloke a run for his money.
Yours faithfully,
Jean Luc Picard

Office of the Ombudsman
Kia ora Jean Luc Picard
Thank you for your request of 20 April 2024.
While the Ombudsman is not subject to the Official Information Act 1982
(OIA), he undertakes to respond to information requests in the spirit of
the OIA, subject to certain statutory secrecy and privacy obligations.
The Ombudsman does not generally hold information about the number of OIA
requests made to agencies.
One of the Ombudsman’s functions is to consider complaints arising from a
request made under the OIA or the Local Government Official Information
and Meetings Act 1987 (LGOIMA). The Ombudsman routinely publishes data on
OIA and LGOIMA complaints received and completed, on a six monthly basis.
Such publication is authorised under section 15(2) of the Ombudsmen Act
1975 and the Ombudsman Rules 1989.
I note that the Public Service Commission publishes OIA data every six
months, including the number of requests completed by agencies. You should
be aware that the data is not broken down in terms of how many requests
were received by the same requester, and it is likely that that
information is only held by individual agencies. You can find the data on
the Commission’s website by clicking [1]here.
I trust that this information will be of assistance.
Ngâ mihi
