I believe that some of your request may rest with the New Zealand Police,
and subsequently may transfer it to them. I will consult with them and

Please find the following information pertaining to your query:

 

Several years ago staff worked on the issue of whether the Council should
regulate street-based sex work activities on Manchester Street with a
bylaw. A report went to Council on this matter, and they agreed that
regulation was not the best way to address the issues, and that a
non-regulatory approach was likely to be more effective, focused on
relationship-building and practical changes. This led to doing work
with the residents in the northern part of Manchester Street and the
Prostitutes Collective - as well as Community and Public Health,
the Police, social support agencies, and the Housing First initiative,
among others. 

 

Attached is the Community Development Approach to Street-Based Sex Work
Project - Quarterly Progress Report, which was presented to the
Linwood-Central-Heathcote Community Board on 14 November 2018.

 

The Council does not routinely collect statistics in relation to street
workers. Numbers tend to fluctuate, for a range of reasons.  

 

The Prostitutes Collective advocates for the rights, health, and
well-being of sex workers, and receives funding from the Ministry of
Health to provide related services.  They are the organisation that is
likely to have the best up-to-date information on sex workers in
Christchurch.  

 

Otago University's Christchurch-based research unit has undertaken
research in relation to street-based sex workers in Christchurch in recent
years. It is not clear if they have been collecting information recently. 

 

The Prostitution Reform Act makes it an offence for anyone to assist or
facilitate, profit from, or engage in, prostitution with a minor
(anyone under the age of 18). Enforcement in relation to these offences is
a role for the New Zealand Police. 

 

The Prostitution Reform Act gives councils the power to make bylaws to
regulate the location of brothels and signage advertising commercial
sexual services.  There is no bylaw-making power in relation to regulating
street-based sex work or soliciting. 

 

The latest support Council has provided has been funding a ‘Protxt
system’, that allows street workers to communicate with one another, and
NZPC, to draw attention to any dangerous individuals on the streets (this
came as a result of the tragic murder at the start of the year).

In regards to the underage workers, it has been an area of discussion over
the past months (within the Collaborative Working Group – on which there
is regular police representation), but estimating how many might be active
is incredibly difficult due to the security and privacy of online systems.

As such, the New Zealand Police would be the appropriate responder. I have
forwarded your query on to them and suggested that I transfer your request
for them to respond to. As yet I have not had confirmation that they will
accept this request, I will let you know as soon as I hear.
