Dear Christchurch City Council,
I would like to know the final cost of the "Meet me on Gloucester" street transformation. I'd also like to know what share of this cost was met by ratepayers and what share was met by Waka Kotahi central govt funding.
Similarly I would like to know the final cost of the street renewals on Victoria Street in 2019, as well as what share of this cost was met by ratepayers and what share was met by Waka Kotahi central govt funding.

On 9 January 2025, you requested the following information, under the
Local Government Official Information and Meetings Act 1987 (LGOIMA):
I would like to know the final cost of the "Meet me on Gloucester" street
transformation. I'd also like to know what share of this cost was met by
ratepayers and what share was met by Waka Kotahi central govt funding.
Similarly I would like to know the final cost of the street renewals on
Victoria Street in 2019, as well as what share of this cost was met by
ratepayers and what share was met by Waka Kotahi central govt funding.
Please see below answers to your questions:
1. The final cost of the "Meet me on Gloucester" street transformation.
The Hearing Panel report was presented to the Council on 2 October 2024
and provided the expected future costs for the project. The panel made a
recommendation to Council, which decided to accept the recommendations in
the report. The minutes of this meeting can be found here: [1]Minutes of

At the time the Hearings Panel report was presented to Council, the
expected cost to implement the amended layout plan was $110k. At this
stage, the project is continuing to track to plan and there is no reason
to believe the expected cost will be significantly different to the value
presented to Council.
2. What share of this cost was met by ratepayers and what share was met
by Waka Kotahi central govt funding.
Christchurch City Council received $1,119,110 in subsidy from NZ Transport
Agency Waka Kotahi (NZTA) for this project through their Streets for
People (SfP) programme. This is expected to meet 93.5% of the total
project costs.
3. The final cost of the street renewals on Victoria Street in 2019,
The total final cost for Victoria Street – street renewal was $11,187,754.
4. What share of this cost was met by ratepayers and what share was met
by Waka Kotahi central govt funding.
NZTA Government contribution was $4,404,413 leaving $6,783,341 funded by
Council.
