I request copies of the "two high level network scenarios" developed for Dunedin referenced in paragraph 28 of report 6 here: https://infocouncil.dunedin.govt.nz/Open...
According to the paragraph, "one scenario is based on retaining the one-way system while the other scenario proposes a two-way system".
