In terms of relevant additional factors mentioned in your reply, please find the link below to meeting notes from the September Picton Forum community meeting. If you read the paragraph at the bottom of page two you will see that the community has been informed by PMNZ that the ferries are burning 80% diesel. I have been trying to get clarification/confirmation on this point for some months.

It would seem to be standard practice to maintain fuel bunkering records for at least three years.
I am requesting that copies of the bunker delivery notes and any supporting documentation (eg COQ's) be provided.

Thanks Brent - it would be appreciated still if you could get in touch.
We are looking to clarify what your interest is in the bunker documentation, as there would be some 600 - 900 pieces of carbon copy paper to collate for the request, and this is likely to be refused under section 18 (f) - substantial collation.
However, we might be able to provide other information that may better suit your purpose.

Dear Dave Allard,
I am interested in the quantity and specification of fuel that has been bunkered on each of the ships due to its impact on air quality and public health.
The standard information detailed on the BDN's should include:
- Name and IMO number of receiving vessel
- Port of bunkering
- Date of commencement of delivery
- Name, address and telephone number of fuel oil supplier
- Delivered product name(s)
- Quantity in metric tons
- Density at 15 degrees Celsius
- Sulphur content
- A declaration signed and certified by the fuel oil supplier’s representative that the fuel oil supplied is in conformity with the applicable paragraph of regulation 14.1 or 14.4 and regulation 18.3 of MARPOL Annex VI.

The supporting documentation referred to at Section 11.12 of the IMO guidance document (linked above) indicates that a certificate of quality (COQ) should be provided by the supplier along with a laboratory analysis report. What I am particularly interested to know is the concentration of metals, e.g:
- arsenic
- cadmium
- chromium
- copper
- lead
- mercury
- nickel
- selenium
- zinc
- vanadium
- nickel
In terms of Section 18(f) of the Official Information Act, I understand that the information requested may be limited to just that which is required to be maintained/presented by regulation. Section 4(a)(i&ii) would also be relevant.
Rather than scanning each of the documents, if they haven't been scanned already, the above information would be most useful entered on a spreadsheet, perhaps one page for each vessel.
