Further to the above OIA request requesting a copy of our "Procurement
Policy" with reference to terms that relate to procuring goods and/or
services from contracted members of staff.

 
Can you please clarify the term "contracted members of staff" as it offers
various scenarios

- Staff covered by an employment contract
- Contractors employed as staff members under fixed term/project
arrangements
- Contractors working for the DHB but invoicing direct

Clarification would assist in providing you with an informative response.

Dear Phil Rees [CCDHB],

Thanks for requesting clarification Phil, I appreciate that on re-reading my request it may not be as clear as I had thought when writing it.

I'm looking at the policies that the DHB may have on procuring services from staff covered by an employment contract.

An example, I stress that this is just a made up example, would be a situation where a junior member of the nursing staff moonlights by running their own laundry business and wins a contract to provide laundry services to the DHB.

I'd like to understand how your procurement policy would cover such a situation.
