Dear Capital and Coast District Health Board,

What screening and prosthesic support do you provide?

Do you have to have been assigned a female gender at birth to have full access to these services?

Hi Jem,

Thanks for your prompt reply, however this doesn't clarify the request.

We need you to provide a list of the services you are referring to as your request is currently too broad.

Jannel

Let me put it this way - are there any screening services for breast health that are relevant to whakawahine / transwomen that transgender people do not have full access to?

Hi Jem,

The clarification you provided for your request was -

“Are there any screening services for breast health that are relevant to whakawahine / transwomen that transgender people do not have full access to?”

There was no mention of breast prosthetics in your clarification.

If you have subsequent questions, you are welcome to put in another request. Please make sure your questions are specific.

Regards
Jannel

Dear Jannel Fisher [CCDHB],

I am not at all satisfied with the handling of my request and intend making a complaint to the Ombudsman.

It was very clear that I was seeking information about prosthetics. I understood your clarification question to only relate to the screening aspect of my question and answered accordingly.

I can accept that there has been a mistake on your part but asking me to file a new request is NOT an acceptable remedy.

Indeed the whole tone of all of your correspondence makes me feel that you have no respect for me as a member of the public or for the OIA Act itself - a cornerstone of our democracy.

Yours faithfully,

Jem Traylen

Dear Jannel Fisher [CCDHB],

I have quite clearly clarified with you that part of my request is that I am seeking information about breast prosthetic services provided by your DHB and whether transwomen have access to them.

This forms part of my original request and is not a new request.

I have also made it abundantly clear that I am not impressed by your high handed attitude and will not hesitate to formally complain to the Ombudsman if necessary.

Yours faithfully,

Jem Traylen

Hi Jem,

I am contacting you on behalf of Capital and Coast DHB, who you have been
communicating with regarding a request via the Official Information Act. I
wanted to check that you have all the information you requested now
following our letter dated April 6, as there has been some
misunderstanding between us about the information you were seeking. CCDHB
apologises for this.

I want to assure you that, in future, we will strive to ensure that both
parties - yourself and CCDHB - are in agreement as to the scope of the
request and any clarifications required, early on in the process.

Shortly you will also receive a second response from us to your OIA
follow-up request. This letter is to correct a typo in your letter dated
April 6, which read ‘can’, rather than ‘cancer’. Apologies for this error.

If you would like to discuss this further, or need further clarification,
you can contact me on the numbers below.

Kind regards,

Anna Chalmers

Tena koe Anna Chalmers [CCDHB],

Yes I do now have all the information I need thank you but I am very disappointed by how long it took to get a straight answer to a straight question.

In my advocacy work I have made dozens of requests to numerous agencies and this is one of the most disappointing experiences I have had to date.
