Resource consents for combustion discharges

Dear Otago Regional Council,

Rules 16.3.4.1 and 16.3.4.2 of the ORC Regional Plan for Air control the discharge of contaminants from fuel burning equipment of less than 1 MW or 5MW depending on the fuel-type and zone as a permitted activity. Larger-scale combustion (> 5MW) requires a resource consent as a discretionary activity under rule 16.3.4.3. I would like to request the following information under the LGOIMA:

* a list of all the resource consents in force for discharges from fuel-burning equipment under rule 16.3.4.3. For each consent I would like the date of issue, date of expiry, the fuel source for the combustion, and the power in kW or MW (if known) or maximum combustion rate (e.g. in tonnes per hour, if known).

I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.

Dear Karen Bagnall,

Are you sure this is complete? Going through the files, there seems to be no consent for Fonterra Stirling (coal-fired), or the Pioneer / Energy for Industry boilers, or any other industrial facility using process heat. Or are they consented under another rule?

Good morning Alex - unfortunately its not possible to be specific when searching Councils databases - the discharge to air consents cover everything from asphalt operations to cooking meat patties !! there are approximately 250 discharge to air consents I have literally gone through the spread sheet and removed all but heating/boiler consents - it is more comprehensive than the original list. I have attached a spread sheet if you please let me know if you require details of all of the consents or if there are particular consents you require
