whilst this request has been progressed.

 

As you asked a number of questions I will address these in the order of
your email.

 

1) “I would like access to any documents relating to the consideration of
the heritage value of George Porter Towers in the Arlington social housing
development”.

 

I can advise the George Porter tower is not listed in the current District
Plan as a heritage building and the Council holds no reports in respect of
its heritage value.

 

2) “I would like information around potential redevelopment options
considered (not demolition, but refurbishment) for the towers”

 

Unfortunately, I have been unable to forward these documents to you
electronically due to their size. However, I can make these documents
available on a USB to collect from the Council’s Reception at 113 The
Terrace, or I can post them to you if you would like to provide a postal
address?

 

If you could advise on how you would prefer to receive this information it
would be much appreciated.

 

3) “I would like to know if any opinions on its significance

I have been unable to locate any opinion expressed by the Council or its
officials in respect of the heritage or architectural significance of this

Given the number of documents relating to the Arlington site; most of which make some mention of the George Porter Tower, this is potentially a sizable request which would cover many years of documents. In order to provide you with the correct information would it be possible for you to refine your request please? For example; are you seeking information relating specifically to the George Porter Tower (or some aspect of it), or seeking information for a specific time period?

Kia ora Ian,

I'm just back from overseas and I can confirm the information has NOT been received. You can resent it to my work address at the School of Design, Massey University, Mount Cook, Wellington 6021 or send digitally (preferred).

Specifically, I would like to know about any advice the council has received or correspondence (internally or externally) on GPT as a historically notable building (or otherwise), potential for redevelopment, costs of redevelopment (including earthquake strengthening), consideration given to securing its future (or not – suggestions about demolition). Basically, information that suggests a preference for, or against, retaining George Porter Towers, especially regarding the most recent masterplan.

Dear Mr Hunter,

I am still awaiting further information about correspondence from officers. I am more than happy to wade through documents, but if it helps to narrow things in the short term, I want to identify what work has been done to assess the appropriateness for refurbishment/reuse of GPT (for instance investigations of seismic risk/what would be required to get it to code), any mention of demolition of GPT (including preference, or otherwise of officers/officials for this outcome), and any work that has been done to assess its value from a heritage perspective.

The Council recently received notification from the Office of the
Ombudsman in respect of your request for information relating to the
Arlington re-development and the George Porter Tower in which you outlined
your concerns that:

 

“The documents I do have suggest that they had advice that it was a
notable building, but decided to knock it down anyway, and I’d like to
know why through seeing the advice they received on potential
strengthening and reuse”.

 

The Housing Development Team have carried out another search of the
documents relating to the Arlington site though have been unable to locate
anything further.

 

Would it be possible to advise which document(s) you are referring to
which suggest further information may be held? If you could clarify this
we will endeavour to locate any information that may be outstanding.
