The Local Government Official Information and Meetings Act requires that

Dear Stefan

 

I refer to your official information request dated 7 August 2020 for
information related to Ticketmaster’s ticketing arrangements at the TSB
Arena.

 

The information you have requested is enclosed. However, we have decided
to redact some information to either protect the privacy of an individual
or individuals as outlined in Section 7 (2)(a) of the Local Government
Official Information and Meetings Act 1987  or because of commercial
sensitivity as outlined in Section 7 (2) (b).  Under this clause we will
also not be releasing the tender documents provided nor our assessment of
those tenders.  We have however provided a blank assessment document for
you to understand the process undertaken to review tenders.

 

To summarise the process taken, in the words of David Perks who was the
Senior Leadership Team Member responsible for Venues at the time:

 

“The process we ran as the prior contract with Ticketek had come to an end
was a fairly typical Request for proposal  process.  Before this process
took place the leadership team in the Venues unit did discuss whether the
single service provider model was still the most beneficial in regards to
both the operation and the financial success of the Venues business and
because of the all the challenges – reflected in the responses we looked
for from the RFP – we agreed that this model – the one used at other
similar venues across NZ was still the right approach.

 

 1. We constructed a Request for Proposal that looked for a service
provider who had a broad range of technical capabilities. These
included:

 a. The technical capacity to provide ticketing services with special
respect to:

                                                               i.      Our
variety of quite different venues

                                                             ii.      Our
variety of quite different audiences

                                                           iii.      Our
need for each venue to be ‘built’ quite differently according the varying
needs of clients and their audiences

                                                           iv.     
Capacity to integrate into the ticketing systems of institutions such as
the NZSO and NZ Ballet

 

 b. Provide the best marketing support for the events taking place in the
venues that would promote those events to the widest possible
audience, capacity beyond Wellington in NZ being important
 c. Provide a solution of how we could work with the chosen provider to
invest in either the securing of or development of events that would
grow the number and type of events being made available to a
Wellington audience
 d. Delivery of a physical ticketing ‘office’ to meet the needs of the
very broad clientele of different event types

 

 2. The RFP was pushed to ticketing service providers for their response
within a set period

 

 3. Those providers that best suited our needs were shortlisted and
invited to present their solution and proposal to us.

 

 4. Having considered both the proposals and the short listed providers
presentations a decision was made to go with TicketMaster and the
other respondents to RFP were communicated with to let them know they
had been unsuccessful”
