How Capacity Is Planned For South Auckland
Roger Willcocks made this Official Information request to Auckland Transport
The request was partially successful.
From: Roger Willcocks
Dear Auckland Transport,
I have significant concerns about the capacity planning for the new Train/Bus network in South Auckland.
Currently at peak there are 6 trains per hour from Papakura
Those trains have 5 carriages each (at most) giving a capacity of 600-650 people
The new trains will have 6 carriages, giving a capacity of 756 people
The plan is for "increasing to 6 trains per hour"
And talk is about "every 15 minutes" which is 4 trains per hour
http://www.aucklandtransport.govt.nz/imp...
4 trains per hour is at best no improvement on capacity
6 trains per hour is a 15% to 25% improvement on capacity
If you have data that refutes this, I would like to see it please.
Auckland Transport (I have been told at the open day) CANNOT collect information on the occupancy of the trains.
You can say that 1500 people went on the 8:45 train on Jul 16
But you cannot say that the highest number of people on the train at one time was 560.
Without that figure, you cannot determine the % utilisation of the train.
Which to me would seem to be a key requirement in determining required capacity increases.
Currently the monthly figures (for Auckland as a whole) seem to be
Bus ~4,500,000
Train ~900,000
So moving 10% of bus users to trains would likely swamp your average capacity increase.
I would like copies of the data and models you have used to forecast demand on the South Auckland rail network under the new structure (including bus service changes).
I would also like any information you have on the confidence associated with that data.
Finally, I would like any information relating to your contingency planning for increased demand.
Specifically:
How much reserve capacity do you have
Does it require/allow for continued use of diesel trains
In the event that the reserve capacity is insufficient, what funding and timing provisions are in place for the acquisition of additional capacity.
Yours faithfully,
Roger Willcocks

I figured something like that. Except that saying "do not reply" is usually reserved for unmonitored mailboxes.
Especially since, if I received no response in 20 working days, my natural response would be to hit reply on that email to ask why.
From: Roger Willcocks
Dear Info (AT),
Thank you for your reply.
I found it generally useful, helpful and reassuring.
However, it was slightly lacking in relation to the assumptions and confidence intervals relating to demand assumptions.
Specifically, I understand the work relating to extracting the data, but I would expect that the assumptions would form either an input or an output of the system. I.E. either "using these assumptions", or "I used these assumptions" as they would be either supplied by or reviewed by a human being.
In addition, you have not clearly addressed the confidence intervals associated with your data.
Saying that it is derived from land use forecasts, etc does not place useful limits on it.
For instance, if the land use and population forecast for Manurewa indicates a growth of 10,000 people in the next 2 years, with a 68% (+- 1 sigma) interval of 1,000 people, the combined uncertainty is significantly affected by both the forecast level of public transport uptake, and the uncertainty associated with it. Particularly as it compounds over time.
However, I am satisfied with the information I have received.
Yours sincerely,
Roger Willcocks

Where is the data provided by Auckland Transport in response to this request? It seems like Roger received it, judging from his critiques.
Roger Willcocks left an annotation ()
I did. But I've yet to figure out a way to attach it.

Hm yes I don't see any way to do so. Perhaps something for the attention of the site admins? Roger try getting in touch with them at https://fyi.org.nz/help/contact

This is getting off-topic, but my interpretation of the difference between:
"Please kindly note this mailbox is not monitored during the weekend
or
afterhours (i.e. before 8am and after 5.30pm)."
... and ...
"Please do not respond to this email as this is an automated
message."
... is that the latter refers just to just the *message* you received, not the *mailbox* that your original message and replies go to.
The *message* you received was an automated response to acknowledge that your message was received by Auckland Transport. Human beings like Sandy are only there to give "real" replies to your messages (rather then just automated acknowledgements of receipt) during office hours.
