Dear Ministry of Justice,

I request from you the statistics on sex offenders* and sentencing in New Zealand.

Please provide the following information for 2019-2024 (5 year period) for the below points 1-3. Please provide full statistics for points 4-8

1. Number of people found guilty of sex offending

2. Number and Percentage of people who pled guilty to sex offending and were granted bail while awaiting sentencing, with access to public spaces during bail

3. Breakdown of sentencing outcome of people guilty of sex offending
e.g. served a prison sentence less than 5 years, more than 5 years, home detention vs community detention and other sentences

4. Number and Percentage of people guilty of sex offending who were discharged without conviction

5. Number and percentage of all guilty sex offenders who were awarded permanent name suppression

6. Number and percentage of guilty sex offenders who did not need to appear on the sex offenders register for any reason

7. Percentage of sex offender reoffending rates within 5 years, 10 years and 15+ years

8. Number of registered sex offenders currently living in the below areas;
- Rodney District
- Whangaparāoa
- Auckland region
- Wellington region
- North Island
- South Island

Thank you for your email of 17 September 2025 to the Ministry of Justice
(the Ministry), requesting under the Official Information Act 1982 (the
Act), data on sex offenders and sentencing in New Zealand. Specifically,
you requested:

 

Please provide the following information for 2019-2024 (5 year period) for

In line with section 15(1AA) of the Act, the Ministry is seeking to
clarify your request.

 

Please can you confirm:

 1. For question 1, whether you are seeking data on sex offenders who are
found guilty at trial (i.e., convicted), or for those with a proved
outcome more broadly? A proved outcome means the person is found to
be, or pleads guilty, and it can include convictions, Youth Court
proved (s283 order), discharge without conviction, adult
diversion/Youth Court discharge, and proven but not criminally
responsible (on account of insanity).
 2. For question 2, the Ministry is able to provide data on the number and
percentage of people who pled guilty and were granted bail. However,
we are unable to provide data on what stage of the proceedings an
individual was granted bail or the bail conditions. Please confirm if
you would like to proceed with what the Ministry is able to provide
for question 2.
 3. For questions 4-6, please confirm what timeframe you mean by “full
statistics”.

 

The Ministry is able to respond to question 3 as it stands.

 

If you could please respond to us by close of business (5PM) on 26
September 2025, we will be able to better assess your request and action
it accordingly.

 

Please note that under section 15(1AA) of the Act, on receipt of your
rescoped request, it becomes a new request for the purposes of the Act and
resets the timeline.

 

Please also note that question 7 has been transferred to the Department of
Corrections and question 8 has been transferred to the New Zealand Police.
Please refer to the attached letter.

 

Under section 28 of the Act, you have the right to seek a review of the
Ministry’s handling of your request from the Ombudsman.  The Ombudsman can

The Ministry of Justice has transferred the following request to the Department of Corrections under the Official Information Act 1982 (OIA).

7. Percentage of sex offender reoffending rates within 5 years, 10 years and 15+ years

Corrections publishes reoffending (Recidivism) rates in our Annual Reports, which are available on our website here - https://www.corrections.govt.nz/resource...

You can locate the offence recidivism rate for offences on page 198 of our 2023/2024 Annual Report. All previous Annual reports also contain these recidivism indexes.

As the information you have requested is publicly available, your request is refused in accordance with section 18(d) of the OIA.
