Response to this request is long overdue. By law Canterbury Earthquake Recovery Authority should have responded by now (details and exceptions). The requester can complain to the Ombudsman.

Dear Canterbury Earthquake Recovery Authority,

please provide detailed information as to why the northern boundary of the Southshore red zone was drawn where it is. The house on the TC3 side of the boundary is only a metre from the red zone.

Please also provide details for why the area in Bridge Street closest to the Bridge and Kibblewhite street were zoned TC3. I would like to see the comparative rationale.

I would like all the layers of information that contributed to the decion, including technical data and (LiDAR, geomorphology, pedology, ground surveys).

I am not concerned about the rationale for the different TC green categories so much as the rationale for how this particular boundaries are drawn. And also the comparative rationale and data for boundaries in South New Brighton, particularly near the bridge and estuary.

I asked for the explicit information i.e. the data and an explanation that does not appear to be publicly available. I would like to be able to understand why a property on one side of a fence is red-zoned when the property over the fence and only a metre from that fence is deemed TC3. Please provide the detailed explanation for this as originally requested. (The properties across the road are TC3.)

Dear Judy

As in our previous response to you, the location of those properties zoned green in Southshore were done so on the basis that damage to land and homes can be addressed on an individual basis by homeowners working with EQC and their insurance company. This is in contrast to the properties on that Southshore boundary that ended up being zoned red. To fix the damage to land and properties in this area would have required area-wide engineering works (such as deep and wide zone of ground improvements along the estuary coastline) to address the potential for extensive area-wide lateral spread. The issue of extensive area-wide lateral spread was not as prevalent in the location of those properties that formed the green zone boundary. As you are aware the data in the Southshore zoning decisions is now available which show the observed crack locations and liquefaction and lateral spread, and the LiDAR data. This provides the engineering detail on how these zoning decisions were reached.

If you would like someone to discuss this issue further with you please provide a contact number and we can have a geotechnical engineer from CERA contact you.

Thankyou for your response. I am dissapointed that you have not provided the explanation I've requested. You have provided no new information and no information to clarify matters.

I have examined the information released last week but it does not explain why the boundary was drawn just where it is. (Quite apart from the legends on several maps covering the northern boundary.)

Yes, I would like to discuss the issue with one of your geotechnical people (321 9684 but I will not be available today) ... hopefully they can provide clarification. However I would prefer the explanation to be in the public domain as I know several others in the area are also interested in the same information that I am after.
