Dear Canterbury Earthquake Recovery Authority,
On 7 March 2013 CERA revoked permission it had granted for a protest to be held in the Christchurch Red Zone ("Cathedral Square protest cancelled at last minute", Radio NZ, 7/3/13). I would like to request the following information under the OIA:
* all communications held by CERA about the protest referred to above, including (but not limited to) communications with the protestors, other government agencies, Ministers, and ECan;
* any advice CERA received or gave on that protest;
* CERA's guidelines on whether to grant permission for protests or other events in the Red Zone;
* if not included in the above, the reason(s) CERA originally granted permission for the protest, and the reason(s) it revoked it.
I would prefer to receive an electronic response. Queries about this request will be automatically forwarded to me by the fyi.org.nz website.
With regards to s12 of the OIA, I am an NZ citizen and in NZ.

Thanks for your response. In my request, I had asked for "CERA's guidelines on whether to grant permission for protests or other events in the Red Zone". There are no such guidelines include din the release. Can I conclude therefore that there are none?

Dear Alex
There are no guidelines to grant permission for protests or other events in the Red Zone as such; but the decision about any entrance/events in the Red Zone is made pursuant to section 45 of the Canterbury Earthquake Recovery Act 2011, where by any approval granted by the Chief Executive of CERA can be withdrawn at any time, at the absolute discretion of the Chief Executive.
