I would like any information relating to the following:
1. Has the Ministry ever produced, commissioned, or received any report citing the costs of limiting the speed of vehicles?
2. If the answer to 1. is "no", is the Ministry currently producing, commissioning, or in the process of receiving any report citing the costs of limiting the speed of vehicles?
3. Can the Ministry provide any executive (highest committee within MoT) reports or minutes relating to the Ministry's decision to focus on speed at the expense of other safety options e.g. intersections, indicators, "keep left unless overtaking" etc.

Before your Official Information Act (OIA) request is able to be
processed, I am hoping you could clarify some of your requests.
You ask whether the Ministry has ever produced, commissioned, or received
any reports citing the costs of limiting the speed of vehicles. Are you
referring to technology that is designed to limit the speed that a car is
able to travel? Or, alternatively do you mean the costs associated with
lowering speed limits on roads etc.
Also, you inquire about executive reports or minutes relating to the
Ministry’s decision to focus on speed at the expense of other safety
options. Could you clarify the starting year that you would like to
request these reports from?

Dear Scott Taylor,
Apologies for my earlier email's lack of clarity.
By limiting speed I meant evaluation of restricting or relaxing speed limits (and thus altering average travelling speeds), and the costs and benefits of doing so.
So, a report that showed the economic cost of restricting motorway speed to 90kmh rather than 100kmh would be the sort of thing I am after.
For the minutes, the period 2010-2012 would be fine. I am assuming that MoT like most major departments has a monthly senior management team meeting and anything relevant considered at those meetings would be the sort of thing I am after.
