Information regarding the number of traffic complaints made against bus drivers in Wellington

Hugh Davenport made this Official Information request to New Zealand Police

The request was refused by New Zealand Police.

From: Hugh Davenport

Dear New Zealand Police,

I would like the number of traffic complaints involving buses operating in the Wellington Region for the year of 2018, as a total, and split by month. These can include, but should not be limited to, 1U complaints, road watch complaints, a *555 call, collision causing injury, etc. For each of the counts above, could they be further split into the category of whether they are a 1U complaint, a road watch complaint, a *555 call, a collision causing injury, etc.

Yours faithfully,

Hugh Davenport

New Zealand Police

Dear Hugh,

REQUEST FOR INFORMATION

Thanks for your Official Information Act (OIA) requests dated 12 and 13
February 2019 requesting for the following:

·          ‘… the number of traffic complaints involving buses operating
in Wellington Region for the year 2018 as a total and split by month…’

·          ‘… the number of traffic complaints involving cyclists
operating in Wellington Region for the year 2018 as a total and split by
month…’

Police publishes statistics on crime and non-crime incidents reported to
police including complaints. Specifically, they are available from the
Demand and Activity report on [1]policedata.nz. Unfortunately, whether a
subject of complaint is a bus driver or a cyclist is not distinguished in
our statistics. Therefore, your request is refused under section 18(f) of
the OIA as the information requested requires substantial collation and
research.

To access related information on the number of traffic incidents and
vehicle collisions in Wellington Region, you can do the following steps:

1.        Go to policedata.nz

2.        Open the Demand and Activity report and select the ‘Time and
Place’ tab

3.        Select and highlight the ‘Wellington Region’ under the ‘Local
Boundaries’ table

4.        Select ‘Non Crime Demand’ from the ‘Occurrence Type Category’
box

5.        Select ‘Crime and Crash Demand’ from the ‘Occurrence Division’
box

6.        Select ‘Traffic Incident’ and ‘Vehicle Collision’ from the
‘Occurrence Subdivision’

7.        The figures under the ‘Local Boundaries’ table would then show
the number of incidents for Traffic Incident and Vehicle Collision.

Although for the reasons above none of the information you have sought has
been provided with this letter, I trust my response is still helpful in
guiding you to online holdings for related data.

If you have any questions regarding this data, please feel free to contact
me via [email address].

You have the right under section 28(3) of the OIA to seek a review of my
handling of your request by the Office of the Ombudsman.

Yours sincerely,

Obert Cinco

Dear New Zealand Police,

Thanks for that. Does this mean that your 1U traffic incident forms where you enter whether it is a cyclist or a bus is not entered in any searchable system and is just for show?

Yours faithfully,

Hugh Davenport
