Casual Uniform Policy and Decision Process

Dear New Zealand Police,

I am a resident of Auckland, New Zealand satisfying the requirements of s12(1) of the Official Information Act.

In February 2019, the Police adopted a casual uniform for their presence at Waitangi. I request the following documentation relating to the casual uniform:

- Discussion internally and with any ministers relating to the decision to adopt a casual uniform for official police presence, including when such discussions and decisions were made
- Discussion internally and with any ministers on requirements for a casual uniform (such as specifications of what must be visible on such a uniform)
- Discussion internally and with any ministers on deviations from existing uniform requirements needed to adopt the casual uniform

Further, as the issue of an alternative uniform was a part of the dispute around the Auckland Pride Parade's position on Police at the parade, I further request:

- Any requirements, specifications, or expectations in written form of how Police would appear at the Auckland Pride Parade as requested by the parade organisers to the Police, for the 2019 Parade.

NZ Police was due to respond to this request 7 working days ago, at the very latest. Wonder what's taken them so long and why they failed to meet their legal obligation to inform you of a delay within 20 working days of having received your request?

Given the timing, I can't help but wonder if they have (unlawfully) restarted the OIA timer when they transferred your request internally.

The response on the Auckland Pride Parade is fine although it only answers part of the request. I'll leave it as awaiting response since the bulk is not answered.

David,

Since Police have not addressed your request in full, rather than set it as "Waiting for Response" - which will do nothing as Police obviously believe they answered everything. You'd be better sending a Follow-Up message pointing it out, or likely contacting the Ombudsman about their delayed response and failure to address all required points.

Nigel an earlier response noted that the two parts of the request would be sent to separate "workgroups" within NZ Police, and that separate responses would be coming through. Though the other part of the response is unlawfully late, it might be that NZ Police are aware this request has not been answered in full.

However, the bulk of the request is still outstanding, presumably with a different workgroup as per the original acknowledgement. It is now past the date by law (7 March 2019) that a response should be due to the complete OIA request.
