Good afternoon Pankaj,
Thank you for your enquiry (below) dated 12 January 2019.
As a Regional Council, HBRC does not have any functions relating to laws,
bylaws or rules restricting the use of roads or roadsides.
The agencies that are likely to hold the information you are seeking are
the District/City Councils for local roads and NZTA for state highways.
For Hawke’s Bay, the relevant agencies to contact are Napier City Council,
Central Hawke’s Bay District Council, Hastings Disctrict Council and
Wairoa District Council.
