 Despite your having receivedan acknowledgement to your request indicating
it will be actioned under the OIA, it is necessary to establish your

It's a bit late now, and this seems to have been resolved, but it is still worth noting that this is absolutely untrue:

"it is necessary to establish your eligibility to request the information you have sought under the OIA"

There is no necessity for any agency to ever establish a requester's eligibility to request information under the OIA before responding to a request. If they choose to do this, that's exactly what it is: the agency choosing to put a barrier in the requester's way.

I have had advice from NZ Police's Senior Advisor Renee Maunder on Facebook regarding Police requiring requesters to give identifying information to satisfy requests for proof of eligibility:

"Mark Hanna I am now the Senior Advisor at Police, and that would be very much against our policy (and the spirit, if not the letter, of the law) and our capacity. Police does the vast majority of requests and we have a small team in a devolved model, and we don't have the time to check. If you know if it happening - direct people straight to the Ombudsman."

I note that the Auror contract provided here and in response to several other FYI requests is dated 13 August 2018,

However, in a recent response it was acknowledged that the first live ANPR alerts (tracking) on Auror were set up as early as 4 April 2018 with surveillance device warrants (https://fyi.org.nz/request/21129/respons...)

Presumably retrospective searches would have been completed prior to this date also.

I question whether there is further withheld documentation and contracts that allowed Auror a greater degree of commercial certainty to develop the police’s ANPR surveillance suite.

Or did the Police somehow feed funding into Auror to develop the surveillance tool privately? just like the proposed purchase documents of safercities’ vGRID (VIBE) suggested they did for that platform when it was first developed.
