Aircraft Costs for Rural Fires

In a letter dated 12 November 2018 re the Makara Fire on the Chathams Is the Chief Executive stated that "it is not uncommon for 60% of fire suppression costs to be associated with aircraft services" and that “In remote locations this percentage is considered normal”.
To assist in understanding the basis that FENZ is refusing to undertake a formal and independent operational review of the Makara Fire and the statements that the aircraft costs are considered “normal”, I request the further information:
1. For the ten year period prior to 2017, how many Rural Fire Authority applications were made each year to the NRFA Rural Fire Fighting Fund;
2. How many of these RFF Fund applications included aircraft services costs that were more than 55% of the total fire suppression costs; and
3. What was the date, fire name, total suppression cost and the aircraft costs for each of the fires meeting these criteria.
