Dear Wellington City Council,

I am currently undertaking research related to Te Wiki o te Reo Māori (Maori Language Week), and te reo Maori capacity across organisations.

Can you please provide the following information:

a. Does your organisation have legal responsibilities under the Treaty of Waitangi?

b. Does your organisation have legal responsibilities to engage with te reo Maori in some way or another? Does your organisation have a duty (such as in its charter, or its empowering legislation) to reflect New Zealand's cultural identity?

c. Does your organisation have a formal policy, strategy, or commitment, relating to te reo Maori ability and proficiency for staff? (If so, can you please provide a copy of it)?

d. Does your organisation have a policy on diversity and inclusion? (If so, can you please provide a copy of it)?

e. How many staff in your organisation are recorded as being fluent in te reo Maori?

f. Has your organisation provided any te reo Maori lessons or education to staff in the past 12 months? (If so, how many staff has it provided those to, and what was the format of the lessons?)

g. Does your organisation have any te reo Maori lessons or education scheduled to be provided to staff in upcoming 12 months? (If so, how many staff does it intend to provide those to?)

h How many personnel does your organisation currently engage? (Please include full-time staff, part-time, employees, and volunteers)

i. Does your organisation have any personnel who manage the relationships between your organisation and Maori communities? (If so, how many personnel are engaged for that purpose?)

Thank you for your request for information dated 26 September 2018
relating to Te Wiki o te Reo Mâori, and te reo Maori capacity across our
organisation.

 

Your specific questions and Wellington City Council’s answers to those
questions are outlined below.

 

a.      Does your organisation have legal responsibilities under the
Treaty of Waitangi?

 

Yes, there are many provisions in both the Local Government Act 2002 (LGA)
and the Resource Management Act 1991 that create legal responsibilities
for Council under Te Tiriti o Waitangi.  See the Appendix in our He Waka
Eke Noa - Effectiveness for Mâori Framework for some of these provisions
(attached).

 

b.     Does your organisation have legal responsibilities to engage with
te reo Maori in some way or another? Does your organisation have a duty
(such as in its charter, or its empowering legislation) to reflect New
Zealand's cultural identity?

 

Yes, engagement with te reo Maori is a commitment of our te reo policy -
Te Tauihu (attached).  Also s77 LGA refers to significant decisions in
relation to land or a body of water - te reo is a 'taonga' guaranteed in
the Treaty, as such should also be considered in relation to land and
water decisions.

 

c.      Does your organisation have a formal policy, strategy, or
commitment, relating to te reo Maori ability and proficiency for staff?
(If so, can you please provide a copy of it)?

 

As above, our te reo policy - Te Tauihu is attached.

 

d.     Does your organisation have a policy on diversity and inclusion?
(If so, can you please provide a copy of it)?

§  Wellington City Council does not yet have a policy on diversity and
inclusion , however the Organisational Development team are in the
processing of creating a Diversity and Inclusion Strategy, and a Diversity
and Inclusion Working Group has been formed to feed into this strategy.

e.      How many staff in your organisation are recorded as being fluent
in te reo Maori?

 

We do not record details of te reo fluency across the organisation,
however we can comment that the 3 members of the Tira Poutama team are all
competent te reo speakers.

 

f.       Has your organisation provided any te reo Maori lessons or
education to staff in the past 12 months? (If so, how many staff has it
provided those to, and what was the format of the lessons?)

 

We currently have three classes of 12 people running for a 10 week block.
We also have the full set of Te Rito Bicultural Competence e-learning
modules in our Whare Kura Learning Management System.  These are a
pre-requisite for all staff wanting to do Council's te reo classes. 

 

g.      Does your organisation have any te reo Maori lessons or education
scheduled to be provided to staff in upcoming 12 months? (If so, how many
staff does it intend to provide those to?)

 

We will continue to have three classes of 12 people running weekly for a
10 week block. These are repeated each season/term. 

 

h.     How many personnel does your organisation currently engage? (Please
include full-time staff, part-time, employees, and volunteers)

 

Approximately 1800. This figure excludes volunteers as we don’t record the
number of volunteers centrally.

 

i.       Does your organisation have any personnel who manage the
relationships between your organisation and Maori communities? (If so, how
many personnel are engaged for that purpose?)

 

Yes we have a business united called Tira Poutama - Iwi Partnerships that
manages the relationships between the Council and Mâori communities and
mana whenua iwi entities. There are 3 FTEs in this business unit.
