This information request follows on from a previous information on the Russell Wharf (Official Information Request RFS 3888887).
The second covering letter responding to that request included the following statement:
"Maintenance is undertaken by FNHL within the maintenance budget provided to FNHL by Council. Renewals are undertaken within the renewal budget held by FNDC and released to FNHL on a project by project basis."
Far North Holdings Limited has been leasing the Russell Wharf from the District Council since 1 July 2001.
Please provide the annual maintenance budget totals provided to Far North Holdings Limited for maintenance of the Russell Wharf for each financial year since 1 July 2001 until 30 June 2018, together with, for each financial year, the correspondence from Far North Holdings Limited identifying how much it estimated would be required for maintenance of the Russell Wharf that year.
Please also provide details (including date, reason, amount) of any release of renewal budget funds to Far North Holdings Limited for renewal work on the Russell Wharf.
Finally, please provide the annual depreciation account balance for the Russell Wharf for each financial year since 1 July 2001.

I refer to your email received 24 September 2018. Your request has been
referred to Legal Services for consideration under the provisions of the
Local Government Official Information and Meetings Act 1987 (“the
LGOIMA”).
Your request
“Please provide the annual maintenance budget totals provided to Far North

Our response
After consulting with key Council staff the information requested will
take a considerable amount of time to produce. Council will also likely
have to liaise with Far North Holdings Limited in order to produce any
relevant information. Due to our record keeping facilities Council will
only be able to provide information as far back as 2005.
At this point in time it is likely that Council will impose a charge for
the information requested as it will take a number of hours to produce
relevant information. However before we impose a charge we would like to
invite you to refine the scope of your request to avoid the imposition of
a charge. Should you like to do so please reply with a refinement of your
request. Alternatively if you would like to pursue your original request
please note that in keeping with the Ministry of Justice Guidelines, the
Far North District Council charges for official information at a rate of
$38.00 per half hour (GST inclusive) the first half hour being free.
We also ask for clarification of your query; “please provide the annual
depreciation account balance for the Russell Wharf for each financial year
since 1 July 2001.” Are you asking for the balance of the depreciation
fund reserves for Russell Wharf or are you requiring the annual
depreciation charged for this facility over the prescribed years?

Thanks for the response received 20 working days after my request.
I note that the Council is asserting that it will take considerable time to produce what are essentially printouts from your accounting system, and that you intend charging for this. And, further, that your accounting records apparently do not extend further back than the 2005-2006 financial year.
I would certainly not be happy with being charged for the time to gather the requested information if the underlying problem is that the District Council's own record keeping system is deficient.
To answer your specific question, I can refine this request to the following:
1. Please provide the annual maintenance budget totals provided to Far North
Holdings Limited for maintenance of the Russell Wharf for each financial
year since 1 July 2005 until 30 June 2018.
2. Please provide the balance of the depreciation fund reserves for the Russell Wharf for each financial year since 1 July 2005.

request. Your request has been referred to Legal Services for
consideration under the provisions of the Local Government Official
Information and Meetings Act 1987 (“the LGOIMA”).
Your request and corresponding answers are as follows:
1. Please provide the annual maintenance budget totals provided to
Far North Holdings Limited for maintenance of the Russell Wharf for each
financial year since 1 July 2005 until 30 June 2018.
Council pays a lump sum of $29,500 (excl GST) to FNHL for the annual
operational costs of maritime facilities. This includes the Russell
Wharf. Please refer to FNHL for further breakdown if required; the Far
North District Council does not hold this information.
An additional amount was paid to FNHL $94,985 (excl GST) in 2011/12 for a
maintenance project for Russell Wharf.
2. Please provide the balance of the depreciation fund reserves for
the Russell Wharf for each financial year since 1 July 2005.
