Kia ora Heritage New Zealand Pouhere Taonga,

The Russell Wharf is located adjacent to The Strand Heritage Precinct. The Strand Heritage Precinct was introduced into the then Bay of Islands District Scheme by way of an appeal by the Historic Places Trust.

Originally, The Strand Heritage Precinct, as identified in the district plan, included the wharf. However, following the 1989 local government re-organisation, the control of activities and structures in the coastal marine area of Kororareka Bay was transferred to the Northland Regional Council. The Northland Regional Council did not continue with the identification of the Russell Wharf as being part of The Strand Heritage Precinct.

Since then the Russell Wharf has undergone several alterations and extensions, most recently a significant upgrade funded by the Provincial Growth Fund.

On the Far North District Council's web site the following statement is made with regard to heritage values and the Russell wharf:

"Over the past nine years the Russell Wharf and Waterfront Trust and Far North Holdings have worked closely with wharf users, interested organisations and members of the community, consulting regularly on all and every piece of work on the wharf with which the Trust has been involved. Heritage New Zealand Pouhere Taonga has given its support to all renovation and maintenance work over this period – it is the recognised expert in this regard."

Please provide all communications since 1 January 2010 between Heritage New Zealand Pouhere Taonga and Far North District Council, or Far North Holdings Limited, or the Russell Wharf and Waterfront Trust, or Duke of Marlborough Hotel, or Bay of Islands Planning Limited on anything related to the Russell Wharf, including on any development proposals for the wharf or requests for comment by Heritage New Zealand Pouhere Taonga.

On 27 September I sent the following information request to you:

The maximum 20 working day period for providing the requested information has now been exceeded, and I have not even had an acknowledgment of the request, let alone the information.

Dear Rebecca Vertongen,

I have tried to download and open the pdfs numbered 1 and 5 in the series you sent me.

I cannot open them.

It is likely that the reason is that those documents are too big for the fyi system, as all the other pdfs open satisfactorily.

Can you please re-send pdfs 1 and 5 as smaller documents (likely to be four pdfs where there are currently two).
