Dear FOXWELL, Holly,
I am still waiting for a response.
Yours sincerely,
Sharna Butcher
From: FOXWELL, Holly
New Zealand Police
Dear Sharna
I have been asked to let you know that Police requires an extension of time in which to respond to your request for a definition of what a gang is and legislation. This extension is pursuant to section 15A(1) of the Official Information Act 1982, because the request necessitates consultations such that a proper response to the request cannot reasonably be made within the original time limit.
Police require until 28 August 2018 to provide a substantive response to your request.
You have the right to ask the Office of the Ombudsman to review this extension.
Kind regards
Holly Foxwell

I think you'll found the term "gang" is rarely used in statute. It's used (and defined) in the "Prohibition of Gang Insignia in Government Premises Act" but almost everywhere else; (e.g. Crimes Act; Sentencing Act; Search & Surveillance Act); the term is "organised criminal group".
And if the Police want to be snakey they will refuse your request as it is publicly available information, as you can do the same thing I did and search the Legislation.govt.nz website.
