Official Information Request – RFS 3888887

 

We have received notification from the Office of the Ombudsman of a
complaint made by you regarding your Local Government Official Information
and Meetings Act 1987 (“LGOIMA”) request in relation to the Russell Wharf
(RFS 3888887).

 

Upon reviewing the response provided to you it appears that the
information provision in regards to maintenance of the Russell wharf was a
bit light. Therefore we have again consulted with key Council staff in an
effort to source further information particular to the wharf maintenance.
As such Council can provide further information in regards to maintenance
obligations of the Russell wharf.

Further information

Far North Holdings Limited (“FNHL”) maintain all maritime assets for the
Far North District Council (“FNDC”). FNHL carry out a yearly maintenance
inspection of the Assets they manage for FNDC. In addition there are
visual inspections undertaken when in the area throughout the year.
 Maintenance is undertaken by FNHL within the maintenance budget provided
to FNHL by Council. Renewals are undertaken within the renewal budget held
by FNDC and released to FNHL on a project by project basis. It is
understood that FNHL contract out some maintenance and renewal works.

Council hold a copy of a lease between FNDC and FNHL for the management of
the Russell wharf (a copy is attached for you). The lease includes
management of the Russell wharf and structures at Silver Egg Road in
Mangonui and at Totara North. Management of the latter two have since
returned to FNDC and as such a variation to the lease has been made (a
copy of the variation is attached for you).

 

Council also hold a ‘FNDC Maritime Assets Picture Report 2016’ prepared by
FNHL. Attached is a copy of the section that pertains to Russell wharf.
