Official information request: Aviation Safety and RPAS/Drones - Update
Please supply the following information under the Official Information Act (OIA):
The CAA introduced new rules in late 2015, Parts 101 and 102, to “better manage safety risks of RPAS” (CAA Vector magazine May/Jun 2015, page 3).
So, how’s it going, another year on?
Specifically –
- for the period 01 January 2016 to 31 March 2018
- please provide details of all reports, of Accidents* and Incidents* involving RPAS, reported to CAA (*per the Civil Aviation Act)
- please provide details of all reports, of Occurrences involving RPAS, to CAA that fall outside the Act
- please provide details of all reports involving RPAS, “of what the CAA calls “Aviation Related Concerns” (ARCs)” - (Vector May/Jun 2015 page 13)
- from reporting by civil and military aviation participants, and/or by members of the public (including manned fliers, unmanned fliers, and non-fliers)
- and specifically indicate where the reporting agency was Airways or the NZ Police
- and specifically indicate where the incident was within 4 km of an Aerodrome
- please reply in the same format as your response to my OIA request of 19 February 2017 (thru FYI)
listing –
- date and time
- location, and Aerodrome name and ICAO code if within 4 km
- RPAS details
- details of other aircraft involved
- nature of the incident, including details of people, and any injuries…
- agencies involved and their actions – eg. CAA, Police, Airways, TAIB, military…
- outcomes – eg. Court case, fines, drone/operator not found…

Official Information Act 1982 (the Act) Request
I refer to your request submitted via FYI.org.nz of 2 April 2018, which
was clarified/amended on 8 April 2018, requesting information concerning
Remotely Piloted Aircraft Systems (RPAS) occurrences reported to the Civil
Aviation Authority (CAA) between 1 January 2016 and 31 March 2018.
Please find attached the information requested.
Please note that parts of your request are being refused pursuant to
sections 18(f) and (g) of the Act, as responding to your request in full
would require substantial manual collation, and the CAA does not hold all
the information requested. The CAA does not always record, in the
occurrence record, the aircraft details of other aircraft involved, other
agencies involved or outcomes other than enforcement action. Most
occurrences reported do not include details of the RPAS involved.
In order to collate all of the information to respond to your request in
full each individual record concerning each occurrence would need to be
assessed and cross referenced to other records such as aviation related
concern investigations, safety investigations and the occurrence database.
The CAA has considered whether extending or charging for this request
would enable the CAA to be able to respond in full, however in this
instance this instance the request has been refused. Please note that
significant time has been put into collating the attached information
without charge.
Please note that when no enforcement action against an identified operator
is taken the Special Flight Operations and Recreational Aviation Unit of
the CAA conducts educational activities to assist operator’s compliance
with Civil Aviation Rules Part 101.
You have the right to make a complaint to the Ombudsman to seek an
