Dear Mr Walker
I refer to your Official Information Act request of 10 May 2017. You asked
for:
- Any available statistics around the number of suicide calls or
other stats [Police] can provide around suicide from the start of 2015 up
to the present.
- [Police’s] viewpoint on the closure of the counselling service
'relationship aotearoa'.
Pursuant to section 15A of the Official Information Act 1982, I have been
asked to advise you of the requirement to extend the time limit to respond
to your request. The period of the extension is until 23 June 2017.
The reason for the extension is that the consultations necessary to make a
decision on the request are such that a proper response cannot reasonably
be made within the original time limit.
You have the right, under section 28(3) of the Official Information Act
1982, to ask the Ombudsman to investigate and review my decision to extend
the time limit for deciding upon your request.
Yours sincerely

New Zealand Police
Dear Philip,
Official information request for ‘Mental Health’ and ‘Threatens/Attempts
Suicide’ data.
I refer to your official information request dated May 10, 2017 for the
number of suicide related Police callouts from 2015 to present.
The attached table shows the number of ‘Events Attended’, coded as ‘Mental
Health’ (1M) or ‘Threatens/Attempts Suicide’ (1X) broken down by Police
district and year. ‘Events Attended’ counts all calls for service as they
were recorded at the point when officers departed the scene.
During the course of the response process, as more information becomes
known to the attending police officers, an incident can be revised to more
accurately reflect what Police believes occurred. For example, an incident
originally reported to Police as ‘Mental Health’ may subsequently be
reviewed to ‘Threatens/Attempts Suicide’.
Also, some incidents could legitimately be categorised into any of a range
of incidents. For example, a disturbance involving a young person with
mental health issues could be recorded as a Domestic Dispute, Juvenile
Incident, Mental Health Incident or Breach of the Peace, etc. based on how
the incident is described to the Police call taker. As a result, counts of
‘Mental Health’ and ‘Threatens/Attempts Suicide’ do not necessarily fully
reflect the number of calls for service relating to such concerns.
Please note that the data provided are provisional and drawn from a
dynamic operational database. They are subject to change as new
information is continually recorded.
You also asked for Police’s viewpoint on the closure of the counselling
service ‘Relationship Aotearoa’. An agency is not obliged to form an
opinion to answer an official information request and your request is
therefore refused pursuant to section 18(g) as the information is not
held.
I hope this information proves useful. As you are aware, you have the
right under section 28(3) of the OIA to seek a review of my handling of
your request by the Office of the Ombudsman.
If you wish to discuss this decision with us, please feel free to contact
[email address]
