Dear Mr Palmer

 

Thank you for your email to KiwiRail of 9 February 2017, in which you make
the following request:

 

“Since the 5th National Government has taken office on 19 November 2008,
how much funding has KiwiRail received, and broadly, which areas has this
funding used?”

                                                                                                       

Your request has been considered under the Official Information Act 1982
(the Act). 

 

Since 1 July 2008, KiwiRail has received $2.1bn of Crown investment.  The
majority of this investment has contributed to KiwiRail’s ‘below rail’
costs, including maintaining and improving tracks, bridges and tunnels. 
Costs associated with the operational side of the business – running the
trains and ferries (also referred to as ‘above rail’ costs) - are largely
covered by the revenue that the company earns.  Over the same period,
KiwiRail also received $1.4bn in Revenue Grants, mainly for infrastructure
upgrades for public transport in Auckland and Wellington metropolitan
areas.

 

As an example of how KiwiRail uses its funding, in the financial year
2015/16 KiwiRail made a capital investment of around $155 million to
support freight critical routes and replace or upgrade infrastructure such
as tunnels and bridges.  In addition work was undertaken to lay 147 km of
new track, de-stress 1,010 km of line and replace 2100 bridge timber spans
and 322 bridge timber piers. We invested in improvements to increase
reliability for freight customers, spending $18 million on new wagons and
containers.
