Dear C Finlayson (MIN),

One of your predecessors (Douglas Graham) was convicted of making false statements in a company prospectus. The Office of Treaty Settlements (OTS) is the responsibility of an incumbent Minister. Your reply does not make sense. You ARE the office of the OTS so how can you "forward my request to the OTS when you are in the office of the OTS". I have asked "your office" for a copy of a legislated Treaty Agreement and a subsequent directive issued from an incumbent of the OTS in 1998 to unilaterally terminate our Treaty agreement with the Crown. The same office that you today occupy. It should be a very simple matter to extract the requested information/data from YOUR office today, now, immediately using the modern day technology that can so easily pull up such data and records with a few keyboard strokes. Accordingly, I consider your reply to be evasive and just another tactic to delay the release of damning (and most likely falsehoods) made by your (Court convicted) "false statements" predecessor in the matter of the claim of Te-Upokorehe and the constituent Hapu of the non-Tikanga, Crown-created entity, Whakatohea Maori Theft Board. A name that means "divide" - something that successive Governments have so successfully engineered in the Bay of Plenty / Opotiki region since the New Zealand Settlements Act of 1863 and the improper actions of the Crown in 1866 in respect of our rohe and its mana moana and mana whenua. Actions that your office has admitted in writing were unjust, excessive and punitive - yet you delay the attempt of me and my Hapu to get to the truth of the reasons for the 1998 termination by an incumbent of the office of the OTS of our 1996 agreement with (1) the office of the OTS and (2) the Crown as already publicly evidenced. An agreement that the writer was a major participant in securing for our whanau and now, once more, we are relegated to the back of the que in a matter as simple as my request to secure the truth and our long overdue raupatu closure.

Yours sincerely,

Toopi "Jim" Wikotu
