Puhoi-Wellsford RoNS business case without redactions

Dear New Zealand Transport Agency,

On 31 August 2015 I made an OIA request to the NZTA for a copy of the Puhoi to Warkworth RoNS Business Case, the full name of the document being quoted back to me as being:

"Business Case for Implementation: Detailed Business Case to proceed from Initiation to Implementation, Ara Tuhono: Puhoi to Wellsford RoNS, Puhoi to Warkworth Section, April 2015".

The response was that OIA Section 9(2)(b)(ii) applied to all redactions, mostly due to contract(s) being out to tender, and that NZTA will reassess the withholding of that information around October 2016.

Now that that date has passed, and the sod has officially been turned on this project, I would like to repeat my original request for a copy of the above business case document with all appropriate redactions removed, and updated reasons for any remaining redactions provided.

Thanks for your response re the Puhoi-Warkworth business case at

However I think a mistake has been made. I've compared the document referred to against my copy of the 2015 release of the same document, and it does not seem to have any differences in the number and position of redactions.

Can you please confirm whether the correct document has been released and linked to?

The link you provided me was a scan of a print and therefore was not clickable, but pointed to here:

If that indeed is the correct post-tender revision and release of that document, please provide a page-by-page list of the changes in OIA redactions between the 2015 and current releases.
