Dear New Zealand Transport Agency,
I am making an Official Information Act request for the Puhoi to Wellsford RoNS business case.
The publicly released document is heavily redacted without any reasons given for redaction.
Therefore I am requesting a copy of the document with all redactions removed that aren't justified by the Official Information Act, and a listing of reasons and the Official Information Act sections used for each remaining redaction, including:
1) The full title and content of tables 10-1, 10-3, 11-1, A-1 and F-1
2) Each redaction on Page 8
3) Each of the Section 8 redactions on page 50
4) Each redaction in section 8.3 pages 54 and 55 especially cost and benefit figures
5) Section 8.4 WEB values on page 56
6) Each redacted block on page 65
7) The redacted cost of the project in section 9.5 page 66
8) Section 10 redacted paragraph on page 68
9) Each redacted paragraph, graph, and table or table data in section 10 pages 69-81
10) Each redacted paragraph, graph, and table or table data in section 11 pages 82-96
11) The redacted paragraph in section 12.5.6 page 106
12) Figure 12-1.
Given the very tight Benefit-Cost Ratio figure of 1.02, I believe it is in the public and taxpayer interest for the calculations used to obtain this figure to be released. If section 9(2)(b)(i) is used to withhold some or all of the information, I would like to know the reasoning for whether public interest did or did not outweigh any reason for commercial secrecy.
Of note is that Table 7.2 ("Project r[i]sks") states that it is a problem that the benefits of the project are not effectively communicated, and states "Effective communication of benefits versus costs throughout project development" as a solution. Hiding the figures used to calculate cost and benefit values will lead to public mistrust, so having this data available to the public would go towards achieving that goal.
