I am interested in the funding for building the Island Bay Cycleway Project (http://wellington.govt.nz/your-council/p...).
1) Can I please have a copy of the capital budget funding report and/or internal business case (including any supporting signed approval documents from authorised officers, the mayor and/or councillors) that provided the initial funding for building this project ?
2) Can I please have a copy of all reports that include approval of any amendment or changes to the budget (including any supporting signed approval documents from authorised officers, the mayor and/or councillors) for building this project ?
3) Can I please have a copy of the delegations that permitted approval of expenditure from the budget (including any supporting signed approval documents from authorised officers, the mayor and/or councillors) by the project manager and any other personal for this project ?
4) Can I please have a copy of the itemised expenditure from the budget for this project including the item purchased, the amount, the date of purchase and the authoriser of the expenditure ?
If this information is held in electronic form, I would prefer it was provided in its complete and original electronic format. If the information is not held in electronic form then electronic scanned copies are preferred over paper copies. Also I would prefer all correspondence to be via the FYI web site.

On the 8th July, 2016, I requested some information about the funding approvals for the Island Bay Cycleway.
When no response was provided by the due date of the 5th of August, I asked for an update (on the 9th of August). The WCC response of 11th August, 2016 stated this information "should be completed by next Friday - 19 August 2016."
It is now over a week past the delayed due date. The WCC is again late,late, late with providing information on the Island Bay Cycleway and without even the courtesy of a further update.
When may I expect the WCC to provide the substantive response promised on the 19th of August, 2016 ?

On the 8th July, 2016, I requested some information about the funding approvals for the Island Bay Cycleway that, under LGOIMA, would be due to be provided by the 5th of August at the latest.
When no response of any kind was provided by WCC, I asked for an update (on the 9th of August). The WCC response of 11th August, 2016 stated this information "should be completed by next Friday - 19 August 2016." ... then nothing
When I again chased the WCC for a response on 29 August, you responded with another promise to provide the requested information "by the middle of this week" (i.e. 31 August) ... and again nothing
Just like the Business Case Calculations, I intended using this the information from this response to inform a possible submission to the review of the Island Bay Cycleway. But it appears the WCC is determined not to release this or any other information on the Island Bay Cycleway in total defiance of its legal obligations under LGOIMA.
All I can do now is to award my Consistency Prize to the WCC Island Bay Cycleway Team ... for being consistently late in responding, for needing to be consistently chased, and for consistently breaking any and all promises to actually provide requested information … yes I am angry and frustrated.
I should finally note the WCC is now also late on another IBCW information request  (https://www.fyi.org.nz/request/4342-requ...)
But after the other requests, I now have little expectation you'll be responding to that one in any timely manner either.

Thank you for your further email today. Despite your view of my efforts
 and I apologise for not getting to you on Wednesday as I had hoped but my
 intention has only been to ensure I have all the relevant information as I
 understand the request and sequence of decision making.
 
You will appreciate, I am not the subject matter expert so I am dependent
 on the transport team for the history on this subject. I wanted to ensure
 the collation of the relevant information was correct.  It would be unfair
 to target your frustration at my colleagues in the transport team on this
 occasion for any tardiness on my part.
 
I am aware you have a similar request on the same subject so I will follow
 up with my team on Monday to determine where this is at and come back to
 you. You advise you only wish to correspond via FYI but that can be
 limiting and it’s probably more helpful to talk in person.  Please give me
 or Chris Brown a call if you want to discuss the requests, where’re happy
 to do that.

Answers to your questions:
 
1) There is no internal business case or specific report held for this
 project. This project was part of the cycling budget to improve the city’s
 cycling network.
 
2) All the relevant reports to Council and committees delegated to approve
 the budget for cycling are listed below and contain the relevant
 information from December 2013 to June 2015. Where possible I have tried
 to highlight the relevant text from the report to assist your
 understanding of the history of the cycling project.

Transport Key projects:
·       Cycleway improvements – we will commence work on a cycling route
 from Island Bay to the CBD, and we will also begin work on identified
 safety issues on some of the other 19 cycling routes.
CYCLing
We are proposing to increase our cycling budget by $3 million in capex and
 $250,000 in opex ( a total of $3.25 million) to improve our cycling
 networks and cycle safety. 
The additional funding will be directed at strategic cycle routes and a
 range of other cycling safety initiatives such as advanced cycle boxes and
 feeder lanes at intersections.  Our next priority cycling route is from
 Island Bay to the Central Business District.  We have already identified a
 number of different routes and design options for this project and we will
 be undertaking wide-ranging public engagement to help decide what will
 work best for the potential users, the locally affected residents and the
 wider community.
