Thank you for your email dated 9 April 2018 requesting information under
the Local Government Official Information and Meetings Act 1987 (LGOIMA). 
Your request for information is granted.

 

I have set out your requests below, followed by my response to each:

 

Any document relating to the WCC policy or guidelines for issuing tickets
relating to parking infringements on the Island Bay cycleway

There are no written guidelines for the enforcement of the Island Bay
cycleway.  Enforcement is on complaint only and the compliance officer (a
Parking Officer in a vehicle) will attend.  The understanding is if a
vehicle is completely on the cycleway an infringement will be issued.  If
the vehicle is slightly over the solid line or on the white broken line
then a warning will be issued in the first instance.  If they reoffend an
infringement will be issued. 

 

Parking Enforcement guidelines:

I have attached the specific guideline for “parked in a special vehicle
lane” which also includes cycle lanes and some information given to the
Parking Officers. Pages 2 & 3 are information slides from our weekly
newsletter explaining the difference between a cycle lane and a cycle
path.  For example, Island Bay is a cycle lane but Old Hutt Road is a
cycle path.

 

The number of complaints WCC/Fixit has received re: parking violations on
the IBC since 1st April 2017

A total of 18 complaints were received between 1 April 2017 and 13 April
2018.

 

The number of parking infringement notices issued re: parking violations
on the IBC since 1st April 2017

A total of 2 parking infringements and 15 warning tickets were issued
between 1 April 2017 and 13 April 2018.  Both infringements followed a
previous warning notice.
