Parking on berms now allowed. Why?

Dear Auckland Transport,
For at least the last five months parking on the grass berms in residential areas has been decriminalised if not legalised.
Any attempt to report it happening causes it to be dumped from your infringement system (source- AT call centre and Parking Wardens testimony).
As it is illegal due the negative effects it causes; hindering visibility, uglifying neighbourhoods, damaging water pipes, damaging tree roots, and no doubt, other reasons- why are you refusing to deal with motorists doing it?
If AT has the power to suspend bylaws and regulations on a whim fine, but if you do have that power it would be nice to know.
The information I request is- 1- Do you have that power? 2- Why are berms fine as parking places now when last year they weren't? 3- Do you plan on unilaterally changing any other rules without any form of consultation?

I also find it amusing that ATs motto contains the phrase "first time, every time".
You did not respond to my request "the first time", will you respond the second time?

We had not anticipated the extra time involved otherwise we would have
exercised our right to extend under section 14(1)(b) of the Act.
