Since the 1990s has there been a policy that state rental housing is available for life?

As you are aware, I am sure, there have been recent media reports that tenants in state rental properties expected a state tenancy for life.

Are you able to advise whether this has ever been policy (explicit or implied) since 1990 or thereabouts? Specifically have new or existing tenants been told they would never have to move from state housing?
