If this is the case why did the minister not transfer enquirers from the media to the Ministry of Social Development?
I'm concerned that a perfectly reasonable request about a policy announced by your office has been transferred but the Minster is happy to talk to the media about the same information I asked for.
Is there one standard for journalists and one for the general public?

The Minister is responsible for the policy that has established this initiative. MSD are responsible for operationalising this policy and tracking the outcomes, MSD therefore holds the information you have requested.
MSD may share this information with the Minister but it is not the Minister's information and so is more appropriate that your request is responded to directly by MSD.
