Dear Environmental Protection Authority,
To whom it may concern,
Under the Local Government Official Information and Meetings Act (LGOIMA), I request the following information regarding air quality, odour, and emissions associated with the wastewater pump station servicing the Goodman Ledger Park area in Motueka.
This location is a children’s playground and community food bank area, and we are concerned about potential exposure to odour and gases, including hydrogen sulfide.
1. LEGAL STANDARDS & LIMITS
- What are the legal standards, limits, or guidelines for odour emissions applicable to this facility and surrounding area?
- Are there specific limits for gases such as hydrogen sulfide (H₂S)?
- How are these limits applied in sensitive environments such as playgrounds and community spaces?
2. DEFINITION & ASSESSMENT OF ODOUR
- How is “offensive or objectionable odour” defined under the Resource Management Act 1991 and relevant regional air quality rules?
- What criteria or assessment methods are used to determine when odour becomes unacceptable or in breach?
3. RESOURCE CONSENT
- Please provide a full copy of the current resource consent(s) for the wastewater pump station/plant servicing the Goodman Ledger Park area.
- What consent conditions relate specifically to:
- Odour
- Air emissions
- Community impact and amenity
4. MONITORING & MEASUREMENT
- What monitoring systems are currently in place at or near this site (e.g. fixed sensors, portable monitoring, field officers, or complaint-based logging)?
- Where are these monitoring devices located?
- How frequently is monitoring conducted?
- Are gases such as hydrogen sulfide measured directly? If so, how and how often?
5. DATA & COMPLIANCE
- Please provide all available air quality and odour monitoring data for the past 2–5 years.
- How many times have:
- Any legal limits (if defined) been exceeded?
- Conditions been assessed as “offensive or objectionable”?
6. COMPLIANCE STATUS
- Based on the above data, is the facility currently considered to be in compliance with:
- Resource consent conditions
- Regional air quality rules
- The Resource Management Act 1991
If not, please provide details of any identified breaches and actions taken.

formally transferred to us by the Environmental Protection Authority on 31
March 2026.

any event, no later than 1 May 2026, being 20 working days after the day
your request was received. If we are unable to respond by then, we
will notify you of an extension of that timeframe. For requests that are
likely to involve substantial collation and/or research, there may be a
charge for staff time. However, if this is the case, we will advise you
before we process your request, giving you the opportunity to decide
whether to proceed with the request.
In cases where the Council's response provides information that
is identified to be of general public interest, the response may be
published on the Councils website. If your request is published, all
personal information, including your name and contact details, will be
removed.
