Dear Invercargill City Council,
Under the Local Government Official Information and Meetings Act 1987, I request all information held by Invercargill City Council relating to telecommunications infrastructure (including towers, antennas, poles, small cell sites, or related equipment) installed at or near 428 Elles Road, Invercargill (adjacent to Super Liquor Southland, opposite 403 Elles Road).
Specifically, please provide:
Any resource consents, certificates of compliance, planning records, or internal assessments relating to this infrastructure, including records for installations that may have been permitted under the National Environmental Standards for Telecommunications Facilities.
The name(s) of the telecommunications company or companies that own or operate this equipment.
The names and job titles of council staff who processed, assessed, or approved the infrastructure or documentation.
Any documentation describing the intended function, technical specifications, or purpose of the equipment
and whether in fact it's functioning as 6g
If no records exist, please confirm that the council holds no relevant information regarding this site.

DECISION ON OFFICIAL INFORMATION REQUEST
I refer to your official information request dated 20 March 2026 for
Telecommunications infrastructure – 428 Elles Road, Invercargill.
The information you have requested is enclosed below.
Any resource consents, certificates of compliance, planning records, or
internal assessments relating to this infrastructure, including records
for installations that may have been permitted under the National
Environmental Standards for Telecommunications Facilities.
Consents have previously been granted for a telecommunications tower, at
406 Elles Road, in 1997 and 2011 (refer to attachments). These consents
were granted in accordance with the any regulations and the district plan
operative at the time.
Council holds no records relating to a mast being erected at this site in
or after 2020.
The Resource Management (National Environmental Standard for
Telecommunication Facilities) Regulations 2016, provides national
consistency in the rules surrounding the deployment of telecommunications
infrastructure across New Zealand, while ensuring the effects on the
environment are minimised and managed appropriately.
The Invercargill City Council Operative District Plan 2019, contains rules
regarding telecommunications facilities. The Telecommunication and
Radiocommunication Facilities rules can be viewed [1]here, pages 14 to 16.
The name(s) of the telecommunications company or companies that own or
operate this equipment.
The site at 406 Elles Road is a 2Degrees site.
The names and job titles of council staff who processed, assessed, or
approved the infrastructure or documentation.
As noted above consent decisions granted in 1997 and 2001 were in
accordance with the any regulations and the district plan operative at the
time. Please refer to the attached documents.
